Xcode has a project setting 'General/Deployment Info/Devices...' - what does that say now for that app?

Otherwise, if this is just a general question, yes, you can submit an app that is primarily iPhone only.
If you submit an app only for the iPhone then an iPad can run it using the iPads mode for displaying an iPhone only app.
