Delete app and re-use app name

Is it possible to re-use an app name? I'm working with a developer who wants to create a new app with the same name as one he previously created. He contacted apple about this and removed his old app from sale, but the name is unavailable. Is it possible to delete the app entirely and re-use the name on a different account? I got this response from apple telling me to use a different app name, but this part seems unclear:


"The name will be reserved for the localizations saved to the app record, and it will remain reserved while the app is in development."


Can the app be removed from "development?" Or is this just a confusing way of saying "forever?"

Yes.


When it's being done on the same account/same dev, it goes like this:

1.) Rename existing app to throwaway name. Was nameA (the keeper), now nameB (the throwaway) - requires an app update.

2.) Act quickly to use the nameA for another app before someone else grabs it. Submit to the store as usual.

3.) Delete old app (nameB) at your leisure - I'd make sure everything went as planned first by simply taking it off sale in all countries for a while.


Note: The dev has the option to take an app off sale in all countries during this process, but if they go further and delete the app from their account the associated name goes back into the general pool for everyone else except that dev...they will lose access to it.
