But if you look at the developer website before you submit the app it show that, unfortunately, no, you cannot submit an app for review without completing the terms of service. While a Privacy Policy is almost universally required, a Terms of Service (or End User License Agreement - EULA) might be required depending on your app's functionality.
It's best to prepare these documents as part of your app development process. They are fundamental components of a complete and compliant app submission. Even if you're concerned about approval. Many services offer templates or generators to help you create these documents if you're unsure where to start.
It appears that you will not be able to submit your application for review until all the necessary paperwork has been completed.
