FileVault switching isn't yet supported in 10.13, it will be brought back in a future beta.
Basically, if you had FileVault enabled when you installed 10.13 beta you have to keep it enabled and if you didn't have it enabled you keep it that way until a future beta update, there is no switching between states.

So maybe it's not really fixed yet even though they say it is.
I vaguely recall seeing the same message.
It did not prevent me from proceeding with use of System Preferences to enable FileVault.
Yeah and in the terminal I get a different error when trying to enable:
A problem occurred while trying to enable FileVault. (-69594)
Which google searching dosent seem to bring anything up on. Oh well I'll try and patiently wait to see if the later beta updates fix it or maybe I'll bakup and reinstall.

Are you using a Mobile account to log in ? (aka an Active Directory or an Apple Open Directory account instead of a regular Local account ?)
Cause this seems to be the common trend with this error message.
