Currently using the ios 11 beta, but have problems connecting with wifi (s) that require you to login in Safari.
P.S: I have the login username & passwords.

Not much help, but I have a similar problem witht he public "Google Starbucks" connection. It is an unsecured network and will not permit me to connect. Redirected to an Apple page telling me the network is unsecure, but not given an option to override.
Yes, I've also been experiencing this problem. Since upgrading to iOS11 Public Beta I've been unable to access my work wifi network and bunch of other public wifi networks that require login via Safari.
Exact same problem on 11.0 (15A5304j) - iPad Pro 12.9 first gen.
Any public wi-fi that require either a login or acceptance of terms does not work. 😠
Safari says "Safari cannot open the page because it could not establish a secure connection to the server."
Same issue on iPad Pro (MLMN2LL/A) running ios 11 public beta 2 (15A5318g). Have to wait until I can get on another wifi to submit feedback. I can't connect to wifi, feedback says you must connect to wifi 🙂 I'm in a loop!
I thought I was going crazy, but I'm having the same exact issue.
I had a similar issue but your best bet is to log in on a device that is not iOS 11 and see what redirect URL it goes to. In my case here it was 1.1.1.1/login.html, and at another location it was msftconnecttest.com/redirect. Or it could be captive.apple.com. A few different options.
Having the same issue, which seemed to have started on beta 2. I wrote down the redirect URL and was able to get the wifi login page to display in both iOS Safari and Chrome, but get the same error every time, which is:
Error Opening Page
Hotspot login cannot open page because it could not establish a secure connection to the server.
Has the same problem on macOS High Sierra, but was able to workaround the issue by accessing the URL with Chrome.
Same issue after I updated to beta 5. Cannot connect to external login (on Safari) on my work network. iPhone 7.
