I found there were too many bugs/glitches in iOS 11 Public Beta 1 that i decided to revert back to iOS 10. When i followed the steps toward downloading my previous iOS 10 backup i found that it did not work. I contacted support and they told me this was an issue already know to them and then gave me a link to fix the issue which involved reverting back to factory settings then installing my previous backup. Here is the link given to me which i followed to a tee: https://support.apple.com/en-us/HT203282 after taking 2 hours for it to download onto my mac i went through the proces of putting my iPhone 6s into recovery mode then began the restoration process, after that finished the same pop up appeared again which i did again and again to no avail. My iPhone is currently showing a black screen with a wire pointing toward the iTunes logo with "support.apple.com/iphone/restore" stowing at the top. this endless loop will not stop and my iPhone is rednered absolutely useless. In contacting apple's support line they had no idea how to fix this and could not even find a number for me to contact someone that would understand it. I have now spent 5 consecutive hours simply trying to restore my phone to factory settings in order to download my previous iOS10 backup.

I too am suffering from the exact same problem. Unless there is something that can be done, my 1 month old iPhone 7 is visiting the Genius Bar (appt booked) tomorrow night. Apple, why claim there is ability to revert back to an earlier ipsw, when clearly this is NOT the case.

You have to download iOS 11 Developer Beta 1 IPSW and Restore iPhone Using it.
then your iPhone is started. then Downgrade with iOS 10.3.
I was helped by another apple support senior advisor who went through about an hour with me until we got my backup to download onto my iphone. At this point all of my data and apps are now redownloading on my device but at least its working again.
...and where is Beta 1 ?
Same here. Got ios 11 developers beta with glitches. Went to repair shop. Got iOs 10.3.2 (don't know how they dod it though). Unsavle to restore backed up data from computer
