Payment was received for my Apple developer account, but it's still on hold. What needs to be done?

I am writing to resolve a persistent issue with my Apple Developer Program enrollment. I have attempted to register multiple times using different accounts due to recurring errors, and I am now in a position where I have been charged but do not have access to the program.

Account History & Details:

Primary Account: bilal[dot]akbas1999[at]icloud[dot]com (Initial failed attempt).

Previous Attempt: bilalniyaziakbas[at]gmail[dot]com (Verified identity via friend's device, charged 650 TRY but not activated).

Target Account: akbas[dot]bilal1999[at]gmail[dot]com (The account I want to use for development).

The Core Issue: Whenever I attempt to complete the final payment of 1029 TRY on the official website for my target account, the transaction is rejected with the message "Check your billing information," despite my banks confirming there are no issues with my cards. I have tried 4-5 different bank accounts, all with the same result.

Requested Action: I have already made a partial payment of 650 TRY via my previous attempt and I am ready to pay the full required fee to have my developer access activated on my target account: akbas[dot]bilal1999[at]gmail[dot]com.

Please consolidate my attempts, clear any security flags associated with my identity/cards, and guide me on how to complete the enrollment successfully.
