At our workplace, we are running into this issue and we wanted to know if these two are compitable with each other ?
Is there any official documentation to view the same ?
Is xcode 8.1 compatible with os x 10.13?

Yes, that should.
Seen in release notes : h ttps://developer.apple.com/library/content/releasenotes/DeveloperTools/RN-Xcode/Chapters/Introduction.html
Note: To develop apps that use Touch Bar, you must run Xcode 8.1 on macOS 10.12.1 build 16B2657 or later.
That shows it runs on MacOS 10.13.
