I have an developer account and I know how to release iOS apps in the App Store. But now I want to build an app for another company, so it is released in the App Store under their company name, not mine. Does the other company need to create their own $100/year developer account, or is there a way for me to develop an app but release it under their name?

Their name in the store means their own dev account.
With that in place, and depending on how much hand-holding is required, they hire you as a 'consultant' to work for them using their account credentials, etc. for upload as usual.
If you prefer, you can choose to build/submit the app with your account, then do a transfer to theirs, but again, it all depends on how much of the process they do for themselves.
Note that if a company name vs. person name is desired in the store and - if you want to act as a member on their team, a company (LLC)/indie dev account is needed. Be sure they take that step when they sign up for an account.
