When will we see Apple put some attention to to battery performance in iOS 11 and watchOS 4? My battery life on both devices is horrible!!!!

Relax - it's a beta and they all see crippled power management in one form or another. See the MLT links, below.
They'll put attention towards the end of the beta cycle.
File bugs, but if betas aren't your cup of tea, best to avoid, thanks and good luck.
Which beta are you running? With Version 3 I found that turning off "Listen for 'Hey Siri'" greatly improved my battery life on my iPhone 7 Plus.
