I'd like to enroll company apple account and business manager but cannot proceed

I sign up the apple account and enabled all 2FA security items, and then go to enroll the program, I fill in the company information in the form, and then I was redirect to the page "Your enrollment in the Apple Developer Program could not be completed at this time.", I have rechecked few times but same message, I'd like to resolve the issue.
