(BUG) IAPs and first auto-renewable subscriptions stuck in “Ready for Review” but not in Draft Submission

Can I please get someone from the Apple Engineering team to look into this critical issue?

There are answers here and there if you just look for one for yourself. I don't bother with this type of questions because it's just a new user issue and because there will be another topic in the same nature tomorrow.

The issue ia likely a bug in App Store Connect.
The internal records remained stuck in a review-ready state even though they are no longer attached to any visible submission. The system still considers them active or “inflight,” preventing them from being added to another draft or replaced. There are only two possible solutions:

1. The orphaned review associations need to be cleared or the records reset to an editable, pre-submission state. This will require involvement from the correct group at Apple.
2. Recreate IAPs and Subscriptions. Keep in mind that you cannot reuse the same IDs so your app will also need to be updated to utilize these new IDs.

My subscription group and both subscriptions show “Ready for Review,” but the only active draft contains just the app version. The “Add for Review” controls are disabled, so I cannot include the subscriptions.

I have submitted reproduction steps and screenshots in my Feedback report. This issue is blocking my app submission.

Could the App Store Connect engineering team please investigate my report and help restore the ability to add these subscriptions, while preserving the existing product IDs?

I’m experiencing a similar issue with non-renewing subscriptions. I added 24 new subscription products to a draft submission in App Store Connect, then removed three before submitting for review. Those three products still show “Ready for Review,” but they no longer appear in the draft and cannot be added back. I saw the App Store Connect engineer’s response saying this issue was believed to be resolved, but I’m still encountering this behavior. Is there a way to reset the submission state of these three products so I can add them for review again, while preserving their existing product IDs?

Same issue here. After adding IAP versions to a review submission via the App Store Connect API and then deleting those reviewSubmissionItems (DELETE returned 204), all 7 of our in-app purchase versions stayed in READY_FOR_REVIEW without belonging to any submission. Game Center versions deleted the same way went back to Prepare for Submission; the IAP versions did not. Now POST /v1/reviewSubmissionItems returns 409 STATE_ERROR.IAP_NOT_SUBMITTABLE ("Only versions in 'Prepare for Submission' or 'Developer Rejected' state can be submitted"), POST /v1/inAppPurchaseVersions returns 409 STATE_ERROR.ALREADY_EXISTS, and in App Store Connect each IAP shows "Ready for Review" with "Add for Review" disabled. Filed as FB25005666. Tip for others: when building a submission via the API, add the IAP items last, and never delete an accepted IAP item; there is no way to reset its state yourself.

Hi, I'm hitting the exact same issue — I filed a Feedback Assistant ticket today: FB25006289.

My setup: 6 consumable in-app purchases (kromaquiz.pieces.1000, kromaquiz.pieces.5500, kromaquiz.pieces.12500, kromaquiz.pieces.35000, kromaquiz.pieces.85000, kromaquiz.pieces.200000) on app 6817665082. They were added to a review submission draft and then removed before anything was submitted to App Review — nothing has ever been submitted.

Since then, all 6 versions are stuck in "Ready for Review" and every "Add for Review" button is disabled (both on the IAP detail page and in edit mode). The App Store Connect API confirms the diagnosis: POST /v1/reviewSubmissionItems with the inAppPurchaseVersion relationship returns 409 STATE_ERROR.IAP_NOT_SUBMITTABLE ("Only versions in 'Prepare for Submission' or 'Developer Rejected' state can be submitted"). Listing review submissions for the app shows no submission holding these versions.

Could the engineering team please clear the orphaned review associations / reset these inAppPurchaseVersion records to a submittable state, preserving the existing product IDs? Deleting and recreating is not an option for us — and per thread 849022, newly created products can fall into the same stuck state.

Note: I couldn't attach files to the Feedback ticket (the upload control didn't work in my browser), but the ticket states that I can provide an API evidence log, screenshots of all 6 product pages showing the disabled buttons, a screen recording, and HAR logs on request.

Hi, I am experiencing the same issue with my first auto-renewable subscriptions.

All four subscription versions and the subscription group version remain Ready for Review, but there are now zero review submissions for the app. Add for Review is disabled, including the bulk-selection checkboxes. Removing the review drafts did not release the subscription versions, although app version 1.0 returned to Prepare for Submission.

The Feedback report includes reproduction steps, all affected record IDs, a screenshot, and a fresh public API state snapshot confirming the inconsistency.

Could the App Store Connect engineering team please investigate FB25006618 and help restore the ability to add the existing group and products to one app submission, preserving the current product IDs?
