Title: Apple Developer enrollment stuck after document verification and payment issue
I am trying to enroll in the Apple Developer Program as an individual, but the enrollment process has been stuck for approximately 20 days.
Initially, we contacted Apple Developer Support by phone. During the first call, Apple requested and we uploaded the required identity/documentation.
During a second call with Apple Support, we were informed that the payment could not be processed through their side and that the payment should instead be completed through the Apple Developer app.
However, when we tried to proceed through the Developer app, the Enroll Now option was unavailable/locked. We have been trying to contact Apple again for the past 2–3 days to get assistance with the enrollment issue.
The account appears to meet the stated requirements:
Two-factor authentication is enabled.
The Apple Account information is up to date.
A trusted phone number and trusted devices are configured.
The latest Apple Developer app is installed.
The device is signed in to iCloud.
Enrollment through the web has also been attempted.
We have also contacted Apple Developer Support by email, but have not received a response despite the stated 24-hour response time.
At this point, we are unable to proceed because Apple directed us to complete the payment through the Developer app, but the enrollment option in the app is unavailable.
Could someone please advise what could be preventing the enrollment option from becoming available? If this requires an account-side change or escalation by Apple Developer Support, we would appreciate guidance on how to get the enrollment enabled and complete the payment/enrollment process.
