Apple Developer Enrollment Issue in Turkey – Turkish ID Not Accepted and App Enrollment Disabled

I’m having an issue enrolling in the Apple Developer Program from Turkey.

I first tried to enroll through the Apple Developer app. I scanned my Turkish ID card multiple times, but it was never accepted. Most of the time I received this error:

“Your identity couldn't be verified because the ID you submitted isn't accepted for your region or doesn't match the document type you selected.”

On some attempts, I also received errors saying that the ID photo was blurry, even though the card and all information were clearly visible.

After that, I tried enrolling through the Apple Developer website. I later withdrew that enrollment.

However, after withdrawing the web enrollment, the Enroll button in the Apple Developer app became unavailable, and I now see this message:

“Enrollment through the Apple Developer app is not available for this Apple Account.”

A few additional details:

  • I live in Turkey.
  • My Apple Account region is set to Turkey.
  • My phone is also registered in Turkey.
  • I am not using a VPN.
  • My phone number is also associated with another regular Apple Account.
  • However, this phone number has never been associated with an Apple Developer Program membership or Developer Account.

Has anyone experienced a similar issue, especially with Turkish ID verification?

Is there any way to reset the enrollment or identity verification status so I can try enrolling through the Apple Developer app again?

Now it keeps saying, "Upload Error — Your identity couldn't be verified because the image you submitted is unclear or obscured. Please try again." When I move the phone closer to the ID card, the camera automatically goes out of focus and the image becomes blurry. If I hold the phone farther away to keep the image clear, I still get this error and the document is not accepted.

@fringe Thanks for the post. However the Developer Account Team doesn't monitor the forums.

I would recommend you to contact the developer account support at https://developer.apple.com/contact to make sure they are aware of the issue as that team is not monitoring the forums for privacy constraints.

I had the same issue. It turns out that Apple only accepts passports for identity verification in some regions. Once I used my passport, that part of the issue was resolved. I also had to verify that my first and last name matched exactly as shown on my ID/passport, and confirm that my phone number and address were correct. After filling in the missing information, the verification issue was fixed.

However, after that, the button in the Apple Developer app to subscribe would just keep spinning indefinitely and nothing happened.

I emailed Developer Support but didn't receive a response, so I called them. After waiting for around two hours, I finally reached someone who said the issue was unusual and that they would escalate it to the technical team.

Today, after another 2.5-hour wait, I spoke with a different support representative. They told me they were taking ownership of the case and would escalate it to the technical team — which made me wonder whether yesterday's representative had actually escalated it at all.

When I checked the Developer website in my browser, my enrollment was still showing as Pending, with a “Complete Your Payment” button. I clicked it, but it redirected me to a different payment/enrollment flow. Since I already have an open support case, I closed the page without proceeding or making any payment.

Now, however, when I open the Apple Developer app, I get the message:

“Enrollment through the Apple Developer app is not available for this account.”

So I'm currently stuck with a Pending enrollment on the website and enrollment being unavailable in the Developer app.

You should be able to submit your enrollment using the Apple Developer App now. When you use the Apple Developer App, please make sure you're entering your full address and verifying your identity in a bright room.
