As long as you are enrolled in the paid Apple Developer Program including individual accounts, you have access TestFlight.

Are you encountering the error message regarding your account when attempting to access TestFlight? Is there any pending agreement to accept?
If you still seen that error after signing all agreements I would recommend you to contact the developer account support at https://developer.apple.com/contact to make sure they are aware of the issue as that team is not monitoring the forums for privacy constraints.
