ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING — cannot submit TestFlight external review

Hello,

I cannot submit a build for TestFlight external (Beta App Review). The UI shows a generic error; the API returns 422 ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING. There is no pending agreement I can accept.

What works

• Uploading builds (12–15) completes normally
• Build 15 appears in TestFlight as Ready to Submit
• Build 15 is already assigned to the internal group

What fails

• External group → Select build 15 → Submit for Review
