Apple Developer Program enrollment: switched Macs mid-registration, now my ID is permanently banned — $99 paid, app ready, help!

I am a developer from China, and I was registering for an Apple Developer account. The first time, I did it on my MacBook Pro 2018 and submitted the registration application. At the same time, I did not notice the email Apple sent requesting a supplementary photo of my ID card. During this period, in order to package my app for release, I bought a new MacBook. When I logged into the Apple Developer app on the new MacBook, the Apple Developer Program was still in a state where I could submit a registration application. I was not sure what had happened (at this point I had already paid the first year's $99), so I submitted the registration application again, and then I was prompted that my ID card could not be verified. I sought help from customer service, and they told me that because I changed devices during the registration process, my ID card had been banned by the backend and I could never register again.

I feel desperate about this result. During the registration process, I was not told that I could not change devices. Also, when I accessed the Apple Developer app on the new device, it did not show the progress of my previous registration submission, which made me think I needed to submit the registration again.

My app has already been developed and is waiting to be released, and now this outcome is unacceptable to me. Please help me.
