I’m having a pretty frustrating issue with my Individual Apple Developer Program enrollment and I’m wondering if anyone has experienced something similar.
My enrollment has been stuck in Pending since August 3.
The Apple Developer app couldn’t verify my identity because, for some reason, it only offers Driver’s License as a document type. I don’t have a compatible license, so Developer Support asked me to upload my valid passport through their secure upload page for manual verification.
I did that, and on August 19 a Senior Advisor told me that my information was being reviewed.
Since then I’ve followed up several times, but I haven’t received any meaningful update. My support case is still open:

There’s also a strange payment issue.
My first €99 membership payment went through successfully, but Apple later cancelled the order. I recently tried paying again through the web enrollment page.
Apple now shows an authorization error saying that my bank declined the transaction.
I contacted my bank, though, and they confirmed that they never received an authorization request for the €99 transaction at all. There isn’t even a failed payment attempt in their system.
So it seems like the payment is being rejected somewhere before it reaches the card issuer.
At this point I’m not sure whether the payment problem is related to the pending manual identity review, a stuck enrollment/payment state, or something else on Apple’s side.
Has anyone run into this combination before?
If someone from Apple Developer Support sees this, I’d really appreciate it if you could take a look at Case 20000126998264 or let me know what I should do next.
