How to fix “Enrollment through the Apple Developer app is not available for this Apple ID”?

I keep getting this error in the Apple Developer app: “Enrollment through the Apple Developer app is not available for this Apple ID.” I want to enroll through the app so I can pay in Naira instead of dollars.

Has anyone solved this recently? How did you get the Enroll button to work? Thanks.
