The MapKit Framework for Swift lets a developer control where a raster/tile overlay is drawn relative to other map content using MKOverlayLevel
(.aboveRoads | .aboveLabels) passed to
MKMapView.addOverlay().
MapKit JS has no equivalent. There is no level parameter to say "draw this above roads" or "draw this above labels."
Please add an overlay-level option to MapKit JS
