I have been trying to complete an Individual enrollment in the Apple Developer Program since September 23. My Apple Account region is Russia. Both available paths are closed, and Developer Support keeps sending the same template reply.
Web purchase:
- Two orders (Sep 23 and Oct 8) were acknowledged and never charged. Support later said the order "was canceled and Apple did not receive payment".
- The web payment form for my region does not ask for a CVV and does not start 3-D Secure. My card requires 3-D Secure for every online payment, and the card provider sees no authorization attempts from Apple at all.
Apple Developer app (recommended by Support twice):
- On Oct 13 I enrolled in the app and reached the purchase step (8,990 RUB/year).
- No payment method can be added to an Apple Account in Russia: an international Visa is rejected as not valid for this store, two Russian Mir cards are declined or cannot be verified, mobile phone billing has been unavailable since April 1, 2026, and Apple Account balance is not accepted for the Developer Program.
I replied to the case with all details and screenshots on Oct 10 and Oct 13. The answers so far: a link to the article about billing in Russia, and twice the same advice to use the app.
My questions:
- Is there any supported payment method today for a new Individual enrollment with an Apple Account in Russia?
- Is the web charge really submitted without CVV and 3-D Secure, and what is required from a card for it to work?
- Could someone from Developer Support please review Case 102979823909 and escalate it to the team that processes enrollment purchases?
If other developers in Russia have enrolled successfully after April 2026, I would be grateful to hear which payment method worked.
