Apple Account creation failed, developer enrollment rejected, and no support response, what’s the typical turnaround?

Hi everyone, I’m trying to enroll my LLC in the Apple Developer Program as an organization so I can publish iOS apps, but I’ve run into problems with both account creation and enrollment. First, I tried creating a separate Apple Account using my business email to keep my business activities separate from my personal account. However, I received an error saying the account couldn’t be created, I believe this is due to only having and using one primary phone number (as a small/mostly digital business I don't have a need to purchase a business line). I then tried moving forward using my existing personal Apple Account to enroll my business, but my identity verification was rejected, leaving me unable to complete enrollment. I contacted Apple Support by email explaining both issues and asking how to proceed. I haven’t been able to access a phone-support option for this issue, and I still haven’t received an email response, so I’m unsure whether I should wait, follow up, or use another support channel. For anyone who has gone through something similar, how long did it typically take Apple Developer Support to respond? Have you experienced either an unexplained account-creation failure or an identity-verification rejection during organization enrollment? What ultimately resolved it, and how long did the process take? My goal is simply to get my business enrolled correctly and, ideally, use a dedicated business Apple Account rather than my personal one. I’d appreciate hearing about others’ experiences and the best way to get this resolved.

Developer Support is currently experiencing higher than normal volume. Rest assured they are reviewing your case that you have opened, and will get back to you soon.
