Hello, I'm trying to enroll in the Apple Developer Program as an individual from Pakistan. Every attempt ends with this message, before the payment step: "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." What I've done so far: Checked that my name and address on my Apple Account match my government ID exactly Two-factor authentication is enabled Tried both the website and the Apple Developer app, on different networks, with no VPN Contacted Developer Support through the contact form on October 23, 2026. I received the confirmation email with my Case ID but no reply yet Phone support isn't offered for my region in the contact options I'd like my own individual membership to publish my own games. I'm trying to enroll in the Apple Developer Program as an individual from Pakistan. Every attempt ends with this message, before the payment step:

"Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time."

What I've done so far:

Checked that my name and address on my Apple Account match my government ID exactly
Two-factor authentication is enabled
Tried both the website and the Apple Developer app, on different networks, with no VPN
