Maybe someone with rights to administer content could post a feature on what is possible on Windows and what is not.
Apple doesn't offer any dev tools for Windows. There are thirdy party tools, and I believe you can do iOS and Android development from Microsoft's Visual Studio now using C#.
But these forums are for working with the official SDK, so it's probably not the place to be for support if you are using an SDK provided by a third party. If you want Xcode you are going to need to buy a Mac.
I agree with you. But the point is that this an often asked question. Hence my suggestion to answer it once for all.
But AFAIAC, I'm OK in Mac environment, no intent to try on windows.
Even if he goes the route of Visual Studio he will still need a mac for the simulator...
Thanks for pointing that out. I don't know anything about developing in Visual Studio. I imagine he could run the app on an iOS device from VS if he has one though and forego the simulator?
I hear you. It does get asked all the time. Not sure what they should do about it though. I don't see them adding a FAQ section for stuff like this anytime soon.

Apple tends to document what it's IDE can do, not what it can't do, and expecting a dialog about Windows seems a bit optimistic as well 😉.
As always, tho, and since stranger things have happened, feel free to make suggestions via the bug reporter if you believe they would help the community, etc.
Visual Studio - They do some kind of RDP thing to the mac which launches the sim via the VS IDE.
