TV App is released in Canada today on all my non beta devices that have upgraded through the public release. My iPhone with the GM seed on it has yet to push the new app to this device. I’ve deleted my beta profiles and restarted, but it’s not there. I’ll give it another 24 hours for the servers catch up but I’m guessing my next option is to do a restore to the previous iOS and then update to the public release? Anyone else having the same issue?

I’m seeing the same issue. Trying to buy a TV series brings me to the App Store but it says my phone (7 plus) is missing required functionality.
Same issue in Australia. GM Seed doesn't show the app, despite restarts, etc. Likely a full restore of public GM version may be required. Having said that, if I use it at all, it will probably only be on the TV anyway.
Anyone resolved this issue ? Canadian here with same problem
I have it on one iPad (Canada) which was never part of the beta program, other divices that were part of the beta program, app not installed.
TEST
Did a backup and a restore from iTunes. Let it pull iOS 11 from the server on its own and voila, TV app is there. Just had to bite the bullet and let the phone sweat with downloading all the apps again.
