Can anyone help me with re-installing Safari?
Prior to installing OS 10.11 beta, I had installed the Safari beta release. now that I have installed OS 10.11 beta, safari will not load. Does anyone have any procedure for reinstalling safari?

I'm afraid that you're not the first this has happened to. 10.10.4 with the Safari 9.0 beta release doesn't update to 10.11 beta 1 properly (as Safari is concerned) for anyone. There is a potential workaround involving a extracting elements of 10.11's Safari from the installer using Pacifist, but it's messy because I don't konw exactly which components are failing to update yet.
What does work (and will be quicker for now anyway) is to restore to a backup that predates your installation of the Safari 9.0 beta and install 10.11 from there.

Only from a tested and reliable backup - Time Machine is your friend.
Not addressing you exact question, but perhaps the underlying issue instead. Try deleting the Safari folder in /System/Library/StagedFrameworks/ and restarting your Mac.
