When using the setting "have not downloaded the app" in the "audience" section under "customer types": What about users who have historically had your app installed, but recently deleted the app? We use this targeting and obviously have our own app installed on our phones, however when we delete the app and then search, we still do not see our ads. Would be great to get specifics on this setting! Thanks!

In any case, you seem to have confirmed the meaning, and I don't see 'have downloaded' otherwise qualified.
