I have a game I'm about to submit a game. there is an adult +17 version and one for the kiddies. would i submit two games?

There are restrictions on who can buy a +17 version. There are limits on what can be listed under the kids section on the App Store. So two versions would be better. In a kids version there is a 'parental gate' that limits who can change certain settings (e.g. 'write a review' must be behind the gate) but that won't work on a +17 because 16 year olds can open any gate.
You could limit the game to +17 on the App Store and place an adult lock (password based) on the +17 content so that an adult could buy the app on a kids device and lock it before letting the kid use it. But then a kid couldn't purchase it.
