I just upgraded my iPhone X to iOS11.2 and the latest release of Xcode (9.1) does not support it. Furthermore, even though I have a paid developer subscription I am unable to download 9.2 beta. Does anyone have a solution to this.

There is always a delay with release versions of Xcode when iOS is updated faster.
If v9.1 doesn't offer to download symbols from your device using iOS 11.2, then you can try the latest beta Xcode 9.2 - just keep in mind you can't use beta tools for builds uploaded to the App Store for distribution.

Seems odd you got the iOS beta but not Xcode beta - can you better describe 'unable to download'?
You can use Xcode 9.2 beta directly or copy iOS 11.2 support back to older Xcode version.
