Can a Mac running El Capitan be used to submit apps to app store?

I don't see a specific statement in Apple documentation.

I've upgraded a system to El Capitan that already had Xcode 6.4 installed. Now it says Xcode needs to be upgraded to the current version, but it is the current version. If I upgrade it to Xcode 7 doesn't that mean I can no longer submit builds to the app store?

Sounds like you can not upgrade to El Capitan and submit apps to the app store but I want to make sure.

As far as I can tell, sounds like I can't try any of the beta code this time around because of various dependencies between Watch OS 2, iOS 9, El Capitan and Swift 2.0. Upgraded any one of those means I don't have a way to submit apps to the app store.

Are I missing something?

Thanks

You can't submit binaries to the App Store using any type of Beta software.

Why would you want to? How would you know if a buggy beta OS didn't introduce errors into your binary, such as an updated zip or encryption program that packages your upload?

Xcode6.4 is no longer supported in El Capitan.
