Can't open files in El Captain, stuck in 'Verifying <filename>...' with a Vault icon

Sometimes when I search something using Spotlight (cmd+space) then open it, or whe opening from safari right after downloading something, I get stuck in this dialog saying that it's "Verifying <the file name>..." with a vault icon, but sometimes it never goes away so I have to hit the cancel button ✖.

Does someone knows what is it and how can I prevent this from happening?

I'm using El Captain as main system and it wasn't happening at first. But it started to happen after I installed the Beta Update and also installed Yosemite on a second partition (with FileVault enabled)

I have the same issue, if you cancel and reopen the file does it open straight away without the verifying issues? I have tried first aid on the disc utility but seems to be of no use? Seems to be on any download when opening it for the first time.

If I cancel and reopen, sometimes it open straight away, sometimes it gets stuck again in the same thing.

You are right, it seems like any kind of security verification when opening a downloaded file for the first time.

I have a secondary partition wich is encrypted with FileVault and which I haven't typed its password do access it because I don't even need using it. I only need to use this secondary partition if I'm booted on the secondary OS. But, to put away that this is a conflict, I typed it's password yesterday (and marked to remember password) so my main system can have open access to it, I haven't experienced this problem after that.

Same to me, and my environment is not filevault enabled.

Even Xcode-beta stucks with 'verifying...' dialog as try to open it.

It is caused also on some archive files but else archives.

As dialog opens, console log says,

2015/07/13 20:40:25.582 CoreServicesUIAgent[1450]: Error -60005 creating authorization

The same issue than Rodrigo, I can not open some files, some of them are simple files such as images. The veryfing process take a life.

Any workaround to disable this verification?

Same issues here. It should be a bug. I just close the verify process and try open that file/app again and then it works OK.

I am seeing more-or-less the same thing.

I have seen this on .APP, .MPKG, and, just now, on a .XSLX file(!)

Major annoyance.

Same problem here. Trying to open .ascm file, never opens, even after cancelling "verify."

PB

Same issue here. Sometimes it works fine if I cancel and try to open the file again, but most of the time it doesn't. Occasionally the file will eventually open if I leave the dialog up instead of canceling it.

I do not use FileVault.

Also worth mentioning that this is on ANY file I open from Finder, regardless of whether its an old or new file.

I also noticed the "Open with >" menu says "Fetching..." for a few seconds before actually showing the list, and many of my file associations have been damaged. .txt files now trying to open in Adobe Illustrator?? ***? Not sure if any of this is related, though.

I see the same. So far only files form a Samba share (that are on a 'filevaulted' disk on a 10.10 system). Happened with the latest GM update and haven't seen it before.
