I want to change destination country for distribution of my new version app.
I don't know about what should I make.
Must I make the app re-register as a new app without making version-up procedure, when I would like to make version up?

You do not need to make a new app for each country.
Use the 'rights and pricing' section for that app in iTunes Connect to choose which countries you want your app to be sold into.
Note not all apps are allowed to be sold in all countries.
