If you've already got Public Beta 1 then you already have the latest available.
Public Beta 1 was released around the same time as Developer Beta 3 and they are basically the same.
The latest Public Beta is beta 1 and the latest Dev Beta is beta 3, but they are two seperate strands of beta.
