Do I have to use Xcode to make app?

Total newbie here.....I have an idea to make an app that I will charge for download and use (in the app store.) I am not clear if in this case Xcode services needs to be used to create. I have found some 3rd party servcies, but I do not know if these apps would be elligible. Thanks.

Only App Review knows what they will/won't accept/reject and they are not here. See 4.2.6 Minimum Functionality in the ASRGs in the mean time.

You can build the app outside of Xcode but as far as I know you have to compile using Xcode.

Why do you want to avoid XCode ? It is part of the subscription fee required to publish apps in appStore anyway !
