After sending the app archive to apple notarization services, I received the following error: "The signature of the binary is invalid". This error is shown for both the arm64 and x86_64 builds of the app.
Some details about the project:
I have been able to notarize the app in the past, with the latest successful notarization at the start of October.
The organization does have a valid developer membership.
The app has no new dependencies since the last successful notarization.
The project uses automatic managed signing (no visible errors in xcode).
What has changed in app and development environment since the last notarization:
Updated macOS to macOS 15.
Updated to use new Xcode version (16)
The organizations membership did expire for a bit, but is now valid.
Changed apps target macOS version from 12.3 -> 13.5.
What I've tried to debug / resolve this issue:
Clean build folder and re-create archive.
Waiting a period of time and retrying the notarization.
Toggling 'automatic managed signing' off and on.
Tried to look through profiles, provisions, certs to see any issues.
Debug the issue with 'codesign -vvv --deep --strict /path/to/binary/or/bundle' CLI command (output said binary was valid). (https://developer.apple.com/documentation/security/resolving-common-notarization-issues)
Going back to last successful notarized commit and re-notarizing from that point, but that failed as well (changed version number).
Reverted a change of increasing the target macOS version (12.3 -> 13.5).
Compare failed notarization app's info.plist to previous info.plist for any obvious errors.
I tried to install the previous Xcode version, but it seems to be incompatible with macOS 15.
Tried looking online for any other options, but only found a couple similar issues and the suggestions I already tried.
I can provide further information if needed.

Hello, I've developed an application using Electron with JAVACRIPT. I have managed to deploy to both Windows and the web but having trouble deploying the application to my Mac users.
It's my first time deploying an application for Mac but feel like I'm stuck at the last hurdle and out of ideas so I'm reaching out for help.
My application is successfully signing but during the build and when my Notarize.js is running it seems to get stuck indefinitely.
I can check and see the status of the Notarize attempts but they seem to be stuck "In Progress". Here are the logs.
Successfully received submission history.

This has been going on for at least a couple of hours for us: notarizing doesn't complete. Our last job ran for over 90 minutes before CircleCI timed it out. We're using xcrun notarytool submit with the --wait option; it contined to say "Current status: In Progress" for, as I said, 90 minutes or so. (Normally it takes about 70 seconds.)
https://developer.apple.com/system-status/ says everything is normal. This does not seem to be the case for us. 😄
Hi everyone,
Native Instruments is encountering a critical issue with the notarization process. The xcrun notary submit command appears to be stuck and is not completing, preventing us from notarizing our apps.
Specifically, the command hangs indefinitely.
This issue started today. We've already tried the following troubleshooting steps:
Cancelling and re-running the command
Checking my internet connection
Checking the Apple System Status page
Cleaning the build folder
using a different machine
This is a major blocker for our company, as it's preventing from from us from testing and releasing some of our products.
It seems to be a similar issue as reported in https://developer.apple.com/forums/thread/772542?page=2.
Has anyone else experienced xcrun notary submit getting stuck like this? Any insights or suggestions would be greatly appreciated. I'm particularly interested in knowing if there are any known issues with the notarization service currently.
Details about my setup:
Xcode Version: 16.1
macOS Version: 14.7.1
App Type: macOS app
Thanks in advance for your help!

I'm developing an app using Electron Builder for a potential port to Windows in the future. I've had a heck of a time getting credentials to work and felt like I was in some sort of time loop doing the same things over and over again to no avail. I finally was able to sign my app, sign the .dmg and start the notarization process. That was last night and it still says "In Progress". If anyone is able to push it through, that would be awesome! (id: 2520e724-7069-408a-9ea4-60b23e8435a7)
I saw another thread on here where people stated it was taking forever, I'm not sure if this is just because its my first time, but I was hoping to get a beta out to testers this weekend. I just need a version that doesn't get flagged as "Malware" by Gatekeeper. This is just for a standalone macOS application, not the App Store.
Is there a reason that this process takes an absurd amount of time? Will it always be like this or is this just a fluke and it was a bad time to try?
Hey there,
I'm experiencing an issue with notarization of my macOS application, which is blocking a release.
We have signing/notarization hooked up to our CI process, both for prior releases as well as development builds (at the trunk tip). The notarization process has typically taken anywhere from a few minutes to a few tens of minutes, but for our most recent release, it's taking an unreasonably long time.
I've compiled the submission info for each build (+ reattempted notarizations) below. What's interesting is that the oldest one was accepted- however, it timed out our CI process, so we never actually released it.
Subsequent builds are more or less identical in terms of their content, however, they've been stewing in the notarization process for over 13 hours in some cases.

It's interesting to me that the notarization process is taking this long. We've notarized many development builds (with debugging flags enabled) in the time between our last public release and our attempt to notarize this one. What's more, the original build for this release was notarized within the span of about 15 minutes, but subsequent submissions of the same build have hung for tens of hours.
My two questions are:
How can I get our pending notarizations "unstuck"?, and
To prevent these types of hangs in the future, should I also routinely build/sign/notarize non-debug builds of my application during the development process?
Best regards and many thanks,
Charlton
Hello,
We are currently facing an issue with the Apple Notary Service that is completely blocking our production pipeline.
For the past three days, every single submission has been stuck in the "In Progress" state indefinitely. Some submissions have been pending for over 48 hours, and none of them ever proceed to analysis.
When checking the status via xcrun notarytool history, all entries show "In Progress". Attempting to retrieve logs with xcrun notarytool log always returns: Submission log is not yet available.
This strongly suggests that the processing hasn't even started. This issue occurs consistently from my local machine (MacBook Air M3) and Our GitHub Actions CI workflow.
Both environments are properly configured with Electron + Electron-Builder, and the app is correctly signed and uploaded each time. We have verified multiple times all credentials and code signing settings, no exceptions so far or problems in the pipeline.
Here are a few stuck submission IDs:
This is not a normal delay, it looks like a backend issue affecting our account or this specific App ID. Please escalate this case as soon as possible.
We appreciate your urgent attention.

I've been successfully notarizing my apps for a year or so now, with intermittent releases every so often, usually succeeding with notarization in a couple of minutes.
These apps are all written in Python, but I worked through all the jank required to get them to notarize cleanly a while ago and have no issues since.
Today I submitted a couple of builds which have been stuck for hours. They're just "in progress", so no logs I can look at, no emails or anything on my developer account page.
How can I begin to debug this?

I should note that in addition to the comment added within 10 minutes of creation of this issue, within the last day, we also have:
https://developer.apple.com/forums/thread/789389
https://developer.apple.com/forums/thread/789599
https://developer.apple.com/forums/thread/789995
So it seems pretty likely something is going on on the backend.
It's been over 24h and it's still in progress. Is there a timeout for a failed notarization? or do we just wait for days.. weeks.. moths?

Its a go app; not simple but not very complicated. It is my first time notarising but even then should it take this long?? 3 days is ridiculous!
Hello Apple Support,
While attempting to staple a notarization ticket for our signed installer package, the stapler command fails with Error 65. Upon investigation, we found that connections to oscdn.apple.com present an SSL certificate issued to a248.e.akamai.net, which does not include oscdn.apple.com in its Subject Alternative Name (SAN).
This mismatch prevents our macOS environment from validating tickets and completing the stapling process.
Steps tried:
Verified notarization status (Accepted).
DNS flushed, tried different DNS (8.8.8.8, 1.1.1.1).
curl to oscdn.apple.com consistently fails with SSL error 60.
Please advise on resolving this certificate mismatch.
also when I try to run the stapler command with my pkg
"xcrun stapler staple/Users/mactest/Desktop/IPMPlus_Macos_Installer.signed.pkg"
getting the output like :-
Processing: /Users/mactest/Desktop/IPMPlus_Macos_Installer.signed.pkg
Could not validate ticket for /Users/mac-test/Desktop/IPMPlus_Macos_Installer.signed.pkg
The staple and validate action failed! Error 65.
please help
Thank you.
Tried notarizing my app yesterday afternoon via Mac terminal, and when I came back to work this morning it was still "In Process...". I closed terminal, and checked appleid.apple.com, and it was asking me to reset my password- maybe because the notarization timed out?
Either way, I reset my password, generated a new app-specific password and tried notarizing the app again, but it's now been 3 hours and it's still "In Process..." again.
When I check the status via terminal, nothing seems off- and the status is In Progress.
How can I determine if there's a bigger issue I need to fix before notarizing?

Whilst waiting for the company developer account I successfully notarised an app/pkg
On switching to the company account the app/pkg has been stuck in progress for over 2 days (see below)
The initial submission was via Xcode and later via command line.
The last one was when I updated bundle ids etc and built with Github Actions.
The initial submission did coincide with a service outage, however that is marked as resolved.
I would like to cancel all of them now that I have switched the signing account and the bundle ID but there seems no way to do this?
Thoughts and comments welcome.
Thanks
Paul

I have a misterous problem with checking DMG notarization.
It fails:
bash-3.2$ spctl -a -t open --context context:primary-signature -v MyApp.dmg
MyApp: rejected
source=no usable signature
However this DMG installs fine on Big Sur 11.2.2, macOS allows to run this app, and checking of notarization for installed app was passed:
bash-3.2$ spctl -a -v '/Applications/MyApp.app'
/Applications/MyApp.app: accepted
source=Notarized Developer ID
I checked other downloaded apps (Intel or Universal). Some DMG files pass DMG notarization (for example, Audacity), and some fails (PerfectTablePlan). Why?
For my app (Universal) I use the following code to codesign and notarize:
codesign --timestamp --options runtime --force --deep -s "Developer ID Application: MYCOMPANY" "My.app"
// Creating DMG with EULA license
xcrun altool --notarize-app --primary-bundle-id MyApp -u "my@email.com" -p "abc123" --file MyApp.dmg
xcrun stapler staple MyApp.dmg
We submit for notarization using:
xcrun notarytool submit --apple-id ACCOUNT --team-id XXXXXX --password NNNNNN application.zip
I have occasionally had success uploading one of the applications, but I have never been successful uploading the bigger one.
What is the reason for this? The files are not very large. The small file is only 6.0GB and the big file is only 17.5GB.
Of the past 100 failures:
72: error: HTTPClientError.deadlineExceeded
28: error: The operation couldn’t be completed. (Network.NWError error 54 - Connection reset by peer))
On average it takes me around 50 attempts (2 days of uploading) to get past the S3 client configuration.
I have tried 5 different internet providers for these uploads. None of them work any better, even ones that have great latency and connections to AWS.
I only have a limited number of Mac OS X machines so I have tried on all of the ones I can afford, but none of them work better or worse than my new Mac Book Pro (2021)
I have tried every single option and combination of options from man notarytool including disabling S3 acceleration, setting timeouts, trying to use wait. I have tried them all,
Can someone please help me figure this out? I'm getting desperate and this is making me look really ****** for pushing to have a Mac OS X port because Mac users are stuck waiting for the notarization service which lags the Mac updates by many days.
The error messages make it clear that notarytool is using Soto S3. The developer has indicated in multiple threads that the error HTTPClientError.deadlineExceeded is fixed by increasing the client timeout. Is there a way I can modify notarytool to apply this patch?
https://github.com/soto-project/soto/discussions/622
Is it possible to write our own S3 upload tool that bypasses Soto S3 and uses something more reliable?
Again, the files I am uploading are not very big none of them are bigger than 25GB. I don't understand why it doesn't work.
We've been notarizing apps for a while now and have been through agreement changes before. But we still keep getting the following error when trying to notarize:
Conducting pre-submission checks for myapp.dmg and initiating connection to the Apple notary service...
Error: HTTP status code: 403. A required agreement is missing or has expired. This request requires an in-effect agreement that has not been signed or has expired. Ensure your team has signed the necessary legal agreements and that they are not expired.
We've been through every document in our account to ensure it is signed. Is there any way to determine what document is not signed or what our issue is ? ...thanks
Hello,
For my macOS app,
on Xcode version 15.4 (15F31d)
on macOS 14.5 (23F79)
I follow
Organizer > Distribute App > Direct Distribution, and I get a Notary Error "The operation couldn't be completed. (SotoS3.S3ErrorType.multipart error 1.)"
It's been happening since 3 days.
In the IDEDistribution.verbose.log file I see:
https://gist.github.com/atacan/5dec7a5e26dde0ec06a5bc4eb3607461
TL;DR - What have I messed up on this notarization workflow? I'm completely new to Apple development.
I have been trying to notarize an application I have written, that is then packaged as a .dmg.
I am trying to notarize it using the command line tools (as it is an existing app, and not written in Xcode/Swift).
My steps so far are as follows:
All libraries, frameworks, and other executables have been signed (.dylib, .so etc.). I have avoided using --deep as I understand this is not recommended.
The above includes all similar files included within zip archives (the cross platform framework I use places some inside a zip container). I have unzipped, signed, and rezipped.
I have signed the main executable within "[NAME].app/MacOS" and the "[NAME].app" with an .entitlements file, and a certificate.
codesign --verify --verbose --sign "$DEVELOPER_ID_APP_CERT" --timestamp --force --entitlements "$APP_NAME.entitlements" "$BUILD_DIR/$APP_NAME.app/Contents/MacOS/$APP_NAME"
codesign --verify --verbose --sign "$DEVELOPER_ID_APP_CERT" --options runtime --entitlements "$APP_NAME.entitlements" "$BUILD_DIR/$APP_NAME.app" --force --timestamp
echo "Checking for unsigned components..."
codesign --verify --deep --verbose=4 "$BUILD_DIR/$APP_NAME.app"
echo "Verifying entitlements..."
codesign --display --entitlements :- "$BUILD_DIR/$APP_NAME.app"
Both of the above checks come back as ok.
Then, I have the following script lines which package the app as a .dmg and submit it to notarisation.
hdiutil create -volname "$APP_NAME" -srcfolder $BUILD_DIR/$APP_NAME.app" -ov -format UDZO "$BUILD_DIR/$DMG_NAME"
# Sign the DMG
codesign --force --verify --verbose --sign "$DEVELOPER_ID_APP_CERT" "$BUILD_DIR/$DMG_NAME"
# Notarize the DMG
xcrun notarytool submit "$BUILD_DIR/$DMG_NAME" --key "[AUTH_KEY_LOCATION].p8" --key-id "[KEYID]" --issuer "[ISSUERID]" --wait
# Staple the notarization ticket to the DMG
xcrun stapler staple "$BUILD_DIR/$DMG_NAME"
# Verify the notarization
xcrun stapler validate "$BUILD_DIR/$DMG_NAME"
After a 20 hour wait, I get the following back from the notarization service:
id: 41931e00-2f34-4389-b5e1-fd76707c2162
status: Invalid
Processing: [PATH]/[APP].dmg
CloudKit query for [APP].dmg (2/a428f96446e143497380c0ae1f2b70661050aed6) failed due to "Record not found".
Could not find base64 encoded ticket in response for 2/a428f96446e143497380c0ae1f2b70661050aed6
The staple and validate action failed! Error 65.
Processing: [PATH]/[APP].dmg
FotoLabAI.dmg does not have a ticket stapled to it.
On a seperate submission, I noticed something about a note about audit.log not being found, but I can't find a reference to this on Google. So far as I understand, this is the file that is supposed to help me debug notarization errors.
Normally I'd try more debugging myself, but I can't afford to wait 24h for feedback.
Hello. Last night, I was working on notarizing my macOS application. It succeeded for the first several requests, where I was submitting zipped applications. Then I tried to notarize a .pkg file. It has been in progress for 9+ hours, and the subsequent requests seem to be all waiting. Is there anything wrong with the notary service now? Is it true that subsequent requests will not proceed until the previous request is finished?
Here's the log:
