I found that RectLabel, available on the Mac App Store, works pretty well for creating and converting annotations. It supports exporting to the JSON format required by Create ML. It's not free; there is a small monthly subscription cost.

I noticed “Empty table from specified data source” may occur if any of the filenames contain spaces. Using Create ML Version 2.0 (53.2.2).
