I have more then 150 stickers pack in AppStore. Last one was published week ago. Today I got 1.0 Information Request to last pack with next message

Transferring and submitting this app, or other associated apps, under a new or existing Apple Developer Program account is not acceptable. I have few questions:
1. Have can I combine apps with similar feature sets into a single "container" app if this is stickers pack and for published it no need write any code
2. How it looks like if single "container" app will be include **** stickers, Hallooween stickers and emoji ?
I send answere with request which stickers I should combine.
Maybe anyone got same info request ?
And maybe anyone have solution for this problem ?
