When I try to download El Capitan or Xcode 7 it goes to a 'My Apple ID' page. Logging in there only manages my account, but I never get an option to download.
What is it looking for? What is the relationship between developer accounts and apple IDs.

Do you have a paid developer membership? If not, you won't be able to download the pre-release developer betas. It keeps taking you back to the AppleID page because it needs you to log in to an AppleID that has a valid developer membership.
If the problem is that you do have one, and it still isn't letting you, then the Account Management support page indicates that you would need to contact Apple Developer Support directly (calling them is probably your best bet based on my own experience though).
I do have a paid developer membership. I think its somehow getting confused about my developer ID vs. my Apple ID. My developer ID doesn't use my email address, maybe thats somehow the issue.

I am also having this issue and have done for a while now, have currently got an open case with AppleCare, best thing is to report it to them over the phone and inform them that it appears to be a sporadic issue affecting a handful of users, as noticed on these forums. Have had the case escalated to Web Engineering.
Will update whenever I hear anything back but does look like a bug.

I had the same problem. There were two potential issues, both of which I resolved, and then the download worked perfectly.
