I received this message when I tried to submit an app update on iTunes Connect

"Apps and app updates submitted to the App Store must be built with Xcode 5.1.1 or later, and iOS 7 SDK."

Xcode 6.4 running on El Capitan Beta 2

Deployment Target 7.0

Anyone else facing this issue?

I successfully submitted a binary 2 days ago. I rejected that & tried submitting a new binary today & encountered this error. I get the same error when I try to submit the old binary which went thru 2 days ago.

None of these guys have a clue what they are talking about and just regurgitating text they don't understand in the first place and just keep passing misinformation. Anyways, i filed two radars in both itunes connect and developer tools categories #22116787 and #22116676 respectively. Hopefully it finds its way to the right people in curpertino ASAP. My best guess is that there is probably a validation bug/regression on itunes connect submission that is rejecting the plist value after beta5 was released...maybe someone forgot to update known values or simply a faulty regular expression.

Don't use beta versions of Xcode and don't use beta versions of OS X to submit your apps. If you use a beta version of OS X, your submittal will be rejected as the beta OS version is higher than the current version. Rule of thumb, do not try to put a square peg into a round hole. There is a sneaky work-around to the OS X version issue. You can make Xcode think you are using the current version. There is a way to do it, but it escapes me now.

Update: Xcode6.4 is no longer supported in El Capitan.

There is no evidence it was ever a 'supported' combination - simply anecdotal reports that stuf happens and maybe a hole opened in the process that led you to believe it was - I'll repeat my original position that it was a mistake, which you are kind enough to now confirm has now been corrected, thanks.

I got confirmation through apple engs that they are "officially dropping support" of 6.4 ...they just haven't communicated this yet.

And with the Xcode7 situation....¯\_(ツ)_/¯. If any of you are in communication with the app store editorial team, marketing, or launch partners, we should simply tell them the truth, the developer tools are not usable right now.

Just to complicate the issue more, I have an app which was rejected due to the app description. We altered the description ONLY, and used the same binary that was previously uploaded (on July 17th), and now it won't let me submit for review with the same error message others are seeing.

The exact same uploaded binary that WAS accepted on July 17th, is somehow no longer valid.

And I should add, since the error message is:

Apps and app updates submitted to the App Store must be built with Xcode 5.1.1 or later, and iOS 7 SDK

Does that mean that Apple is no longer supporting iOS 8 SDK?

It means you have to use iOS 7 SDK or greater.

This worked perfectly. Thanks!
