My app is in status of "waiting for review". But I find a bug, and want to submit a new binary. Unfortunately, I can't find the reject button. It seems like a bug of itunesconnect in new UI.
I have tried these solutions:
1. logout and login.
2. clear safari history.
3. upload a new version binary.
I spent hours for this problem. I ensure that there is not only me!

Go to the App on iTunes Connect/My Apps.
On the left tap 'Waiting for review'
At the top it will have a blue information box with the words "remove this version from review" - tap that.
The blue innformation box does not exist.

I have the same problem. No remove link on the web page. And there is no "Reject this binary" in the iTunes Connect app.

Submit a bug report. It would be helpful if those who don't see the blue area with the hyperlink indicated the local language they are using. It may be limited to certain languages. My English version has it.
A wild guess - Apple changed the process that now you cannot reject your binary right away after uploaded for a certain amount of time, like before the binary is processed or other conditions.
I am having the same issue that the uploaded binary with bitcode enabled cannot be be rejected.
Don't think it's related to Bitcode or language. Not there in English for me and not using Bitcode.
Think it's just a plain old bug. They just deployed a big new UI. New UI has bugs. This one is just more critical than most.
I had this problem as well. Try uploading another build. For me, that was when the action to reject the previous build appeared.
i use frensh like local language, and i have the blue area in one app but not in the other

Not sure it is a bug or feature change.
I tried this on the Connect app, normally there is a "reject this binary" link there, but today it is gone as well.
Seems we will have to wait for Apple to response.
It's not a policy change because it says right on the version page at the bottom "While your app is in the "Processing for App Store" state, you can’t get new promotional codes, invite new testers, or reject your app." There are two references to rejecting on the page, but the button to do it is simply not present during waiting for review as it always has been.
