Requiring a paid developer account to post in the forums would eliminate this.
This is what happens when anybody and his brother can post.

5 pages of spam this morning...Apple should send them a bill
Hi, I'm new here, and I don't like that spam either. I am a new member of the apple development program. How long has this been around? I only found out about it in December 2015. I wonder if they can just disable letting that person spam on here. Like remove is login credentials. Bump
Since at least Nov. 2015.
The spammers use throw-away apple IDs, multiple IP addreses and scripted bots, so it's not as easy as just blocking one user. It's clear why Apple's engrs. have taken to using other forums.
Still no excuse to let it go on as long as it has, tho.
