Rules for Telecom operator services activated/sold via Apps?

We are developing an App for a Mobile Telecom Operator (someone like your Verizon, Vodafone, Orange..).


As a Telecom operator they sell a number of services that get charged directly on the phone bill, or gets deducted from users pre-paid balance.

With regulations around in-app purchases and restrictions on selling content items outside the app-store, I was wondering if there are any clear answers on what is allowed or not?


More specifically, the questions are:

If a telecom operator’s bundle features are activated/deactivated through an iOS app (through operators own charging mechanism), will Apple’s appstore accept it in after the app is submitted to the appstore?


If a telecom product (Music Service, Mobile-TV service, Value added Services like Sports Alerts, Weather alerts) is activated/deactivated through the app, will Apple’s appstore has any objection in its approval process?


The telecom operator has a 'Subscription' product for various digital services like 'Alert SMS'. This subscription is charged on the bill/pre-paid balance weekly or monthly. Any issues if we offer this to be sold on the App?


The telecom operator has some products that allow sharing of content items e.g. I can buy a ringback tone for a friend. Would this raise any issues as per guidelines?



Having said above, I've seen already published Apps from various Telecom operators that do all the above, so I assume they are 'allowed'. But I need to have more confidence that this will be the case as the guidelines around these 'intangibles' is not very clear (to me at least).

Because you are selling real world services you cannot do it using IAP because of 11.3.


According to 11.1 you cannot unlock anything in an app - it is unclear whether you intend to do that. Ask yourself - will a user who has paid you through a third party payment system be able to execute code in the app that a different user cannot execute. If so - that would violate 11.1.


According to one interpretation of 11.2 you can not have a non-IAP payment system embedded within the app. But according to a different interpretation of 11.2 you can embed such a non-IAP system as long as it is not selling "content, functionality, or services [that would be used] in [the] app" - it depends on what "in an app" is referring to.

as posted in the app review forum before, I have a similar question, and (before I contact the App Review team) I wanted to ask experts for their oppinion (I didn't want to start a new thread just for that):


I am developing a telecommunications app. Using the app, my customers will be able to make outbound calls utilizing the GSM network (it is not a Voice over IP service). So, they are actually not purchasing a digital good, but access to a "physical" infrastructure. I am paying money for each minute my customers use the app to make calls.


My customers will be able to register for the service via a website or within the app. However my customers will require the app to make calls.


Now my question: the 30 % for in-app payment would make my service very incompetitive, so I was hoping that I would be allowed to take the approach of embedding an external website, where my customers can purchase top-ups for the service.


What do you think, would this be allowed?
