the developer use this method（this game begin with a banner lie to me give 5 star review to remove ad） to cheat 5 star review on app store,and is top 45 on game category(China) now..

This game is totally garbage!!!!!!!!!garbage, nothing to do with,

It is very unfair,is that allowed to use this method by everyone? How to report this to app store? This game is totally garbage!!!!

To report fraud, go to itunesconnect > contact us (https://itunesconnect.apple.com/WebObjects/iTunesConnect.woa/wa/jumpTo?page=contactUs). Select "Feedback and concern > report a fraud concern" and submit your evidence here.

Set your expectation low, I have no evidence that Apple is actively fighting rating fraud and enforcing rule 3.10 - quite the opposite instead: I logged a similar complaint a month ago against an application that is cheating in a similar way. The app in question is still happily cheating its way into 1000's of 5 star reviews as of today.

For reference, rule 3.10 goes (see at https://developer.apple.com/app-store/review/guidelines/#metadata):

"Developers who attempt to manipulate or cheat the user reviews or chart ranking in the App Store with fake or paid reviews, or any other inappropriate methods will be removed from the iOS Developer Program"
