We have created an free app for our customers.
But we want to let specific users to use the app.
So QR Code scanning process is added for first time use.
If the right QR code is not scanned, user will not be able to use.
But we don't know Apple will let this kind of process and when we upload for reviews we cannot provide our QR code image to reviewers.
How can we process for this issue?

But is this consistent with:
11.1 Apps that unlock or enable additional features or functionality with mechanisms other than the App Store will be rejected

I'm looking at the page

Its Chapter 11 is about "Purchasing and currencies".
But this application is completely free and doesn't have any puchacing function.
And it doesn't have any function in App Purchace, either.
Is this App also concerned with Charpter 11 of "App Store Review Guidelines" above?

Every app is subject to all of the guidelines. The headings on the section of the guidelines do not limit the subject of the guideline. Your app must satisfy guideline 11.1 and it does not.
