So for the past few months, I've been working with a developer and commisioned him to build me an app. This app was programmed to work with apples in ad video services and intersital ads throughou the game. After he finished the app and I paid him for the xcode project, apple released its announcement about no more submissions for iAd and after emailing support on what to do they said I can still monetize with iAd workbench. My question is can I actually use the workbench to monetize with my existing programming fro iad vides and pop up ads? if not can I use something like AdMob with my existing programming. I am extremely frustrated with apple for not forwarning developers in advance of this change and feel as though i Have wasted a lot of money. I'm worried I will have to pay again to have my app reprogrammed for ads with another service. What should i do?

As well, going forward is hard to know right now...you'll have to wait for the shut down to take effect and/or WWDC. Apple has said they will employ self-serve ads, but until they announce details, devs are left to study other examples, such as Amazon.
You can deploy your app, and use iAd until the shutdown, though fill rates will go down the tubes long before the shut down.
Since you're not a developer. you just got unlucky this time. You will have to pay a developer to integrate a third party ad network. Luckily, integrating ads into an app isn't terribly difficult. Your developer shouldn't charge you more than a day or two of work to integrate another ad network.
