Is anyone else experiencing lock sounds when locking your phone even when lock sounds are disabled?

This and is it just me or is iOS 10 very sluggish (on iPhone 6S+)

I get no lock sounds at all. But my iPhone 6s is lightening fast.

Yes, it's a bug, I'd recommend reporting it. As far as Beta 1 being sluggish, that's to be expected. The OS is pumping out a ton of logging, asserts and other debug stuff in the background. This will get better as we get further in the seeding schedule.
