I am unable to insall beta 3 after restarting my Mac and signing in/out of the App Store. Anyone have the links? Also, why is this happening so much with Sierra, or is it on my end?

It does not show up in app store for me either and I have the bug in Beta 2 that will not recognize anything plugged into my USB ports.
I had the same problem as the OP. I did the following (in a Terminal window):
1. I deleted the Updates folder via:
sudo rm -r /Library/Updates
2. I shortened the catalog URL via:
sudo softwareupdate --set-catalog "https://swscan.apple.com/content/catalogs/others/index-10.12seed-1.sucatalog.gz"
3. Restarted the Mac.
4. Updated the OS, Recovery HD and iTunes via the App Store.
This solved my DP3 update problem.
For me simply deleting the files in /Library/Update/ and retrigering an update from the app store (without restarting worked for me).
