I have a new version of my app in "Ready for Sale" status, but I don't have the "Make App Available" in iTunes Connect. Is it because my app is in the middle of a temporary price change?
Ready for Sale means it is in the store - already available.

I don't think that applies in your case w/that app status...from the docs:
To release a Pending Developer Release version to the store
Users with an Admin, Technical, or App Manager role can release a version to the App Store, using this procedure:
- As an iTunes Connect user with the appropriate role, sign in to iTunes Connect.
- On the iTunes Connect homepage, click My Apps.
- Select the app and open the App Details page for the app, as described in Creating an iTunes Connect Record for an App.
- Click the appropriate platform version number from the left pane.
- Click Make App Available in the top-right corner of the page.
