Can I purchase developer subscription without Credit Card ?

I want to buy an apple developer account and trying to pay through my debit card. But unfortunately payment is not successful every time. I assume this is due to card not being a credit card. Can anybody give me idea how can I proceed in this situation.

As a side note I do have a payoneer card. Can I pay using that ?

You don't need to have a credit card, I used a MasterCard debit card to pay for the Developer Program last month. I don't know whether e.g. Maestro debit cards work as well.

I would try your other card. If I'm right, it's a debit MasterCard and should be similar to using a credit card technically.
