Is it support to install older version of Xcode(version 9.2 and below) in macOS Big Sur(version 11.2.3),
Please suggest me what all version of Xcode will support macOS Big Sur.

I don't think so: you will be able to download, but not to run old version (prior XCode 10 or 11 I think) of Xcode. You should in fact see the icon barred to tell it's not compatible.
